Egypt launches digital system for property ownership transfer in social housing units

The Ministry of Housing, Utilities and Urban Communities has announced the rollout of an electronic service to facilitate the transfer of ownership for real estate units, including residential, commercial, and administrative properties, through the Social Housing and Mortgage Finance Fund.
 
The move forms part of Egypt’s broader digital transformation agenda aimed at streamlining government services, enhancing governance, and making procedures more accessible for citizens without the need to visit the fund’s headquarters in Cairo.
 
The Social Housing and Mortgage Finance Fund said the new system allows users to complete ownership transfer approvals electronically through new city authorities and governorate housing directorates, through a fully integrated digital platform linking all relevant entities.
 
It clarified that transfers are permitted only after the expiration of the restriction period of eight years from the date of unit delivery, or after obtaining approval from the financing entity, or in cases where early repayment has been completed and a clearance certificate has been issued.
 
The process requires submission of several documents, including proof of full payment, a copy of the unit handover report, the sales contract, national ID copies of both parties, and financing clearance documents where applicable. In inheritance cases, legal inheritance documentation and approval from the guardianship authority are required if minors are involved.
 
The fund also confirmed that transfer fees will apply, including 1% of the unit value for first-degree relatives (with a minimum of EGP5,000), and 10% for non-relatives, in addition to 1% payable to local authorities and 5% maintenance fees as per contract terms.
 
It added that dedicated staff have been assigned in new city authorities and housing directorates to receive applications, verify documents, and upload them electronically in PDF format, not exceeding 5 MB per file.
 
Applicants will receive SMS updates tracking their request status, while the fund will review applications electronically before issuing approval or rejection with justification.
 
The fund emphasized that the initiative is part of ongoing efforts to digitize services, improve efficiency, and strengthen transparency in Egypt’s housing sector.
